A global promotion is open to everyone; a card with a single flag is something the store runs in that one market — and it is usually the better offer, because that is where the store is fighting for customers.

A local store with no live coupons today is still listed. Stock of codes comes and goes; the store does not.
Cashback does not care where the store is
If a store is connected to cashback, it pays the same way for a shop around the corner as for a global giant — a share of the order, paid out in USDT. On a local order it often lands faster, because delivery and the return window are shorter, and cashback is confirmed after the return window closes.
